Voters eligible to vote in the 51 municipalities where there will be a second round of voting for the position of mayor who do not appear at the polls must justify their absence to the Electoral Court on the day of or after voting. This Sunday (27), the date of the election, it is possible to justify the absence by e-Título or in person from 8 am to 5 pm Brasília time (DF), at the justification receiving tables set up in polling stations.
To justify using e-Título, the person must have downloaded – or updated – the application by Saturday (26), the day before the 2nd round, since today, voting day, the app is unavailable in virtual stores.
For voters who vote in the 51 cities where there is a second round, when the person clicks on "Justification", a message appears informing them that they are outside their voting domicile. This means that the justification will be made for this round of the 2024 Elections
For those who vote in places where there is no second round, the app allows them to justify their absence from past elections, for example, in the first round of this year's election.
Post-election justification
If they do not present the justification on the day of the election, voters will be able to justify their absence from the polls in the 2nd round within 60 days, that is, until January 7, 2025, through e-Título, at the Electoral Self-Service , in the Justifica System or via the Electoral Justification Request form (post-election) , which must be submitted to the electoral offices.
Voters who failed to justify their absence from voting in the first round, which took place on October 6, may do so until December 5. The 60-day deadline also applies to those who were at their electoral domicile and did not vote for a just cause. In these cases, it is necessary to attach documentation proving the reason for the absence from the election for analysis by the judicial authority of the electoral zone responsible for the registration.
Those who did not vote in the 1st round can vote in the 2nd round of the elections
Eligible voters who did not vote in the 1st round of the 2024 Municipal Elections can and must participate in the 2nd round of the election.
The Electoral Court considers each round of voting to be an independent election for the purposes of voter attendance at the polling station. In other words: absence from the polls in the first round does not prevent the eligible person from exercising their right to vote in the second round of voting
